Por: Camilo Ossa.<\/span><\/p>\n<p><!--more--><\/p>\n<p class=\\\"MsoNoSpacing\\\" style=\\\"text-align: justify;\\\" align=\\\"center\\\">Mala suerte para los Ibaguere\u00f1os con esta vital actividad, por donde se le mire solo resalta el caos, producto de la improvisaci\u00f3n, la incompetencia y la politiquer\u00eda. Vamos por partes. Primero, en materia de transporte, el Sistema Estrat\u00e9gico que, en cualquier parte del mundo, se concibe como un gran proyecto de ciudad, un ancla que jalona el desarrollo y la productividad, no solo de Ibagu\u00e9, sino de la regi\u00f3n, que supone la creaci\u00f3n de una empresa \u00edcono para los Ibaguere\u00f1os, quiz\u00e1s, la m\u00e1s importante en a\u00f1os, con activos que la podr\u00edan ubicar entre las 100 m\u00e1s grandes de Colombia, para nosotros se ha convertido en un verdadero dolor de cabeza, donde actores inesperados, algunos inescrupulosos y politiqueros acomodan y reacomodan sus intereses que, por supuesto, son distantes del bien com\u00fan, de toda la ciudad.<\/p>\n<p class=\\\"MsoNoSpacing\\\" style=\\\"text-align: justify; text-justify: inter-ideograph;\\\">En el Sistema Estrat\u00e9gico de Transporte P\u00fablico, el municipio aporta la infraestructura vial, semaf\u00f3rica, terminales, patios talleres, estaciones, paraderos, los sistemas de control de flota, de informaci\u00f3n ciudadana y de recaudo, que, en su adecuaci\u00f3n, se tienen previstas inversiones que superan los 400 mil millones, donde la naci\u00f3n da el 70% y la ciudad el 30% restante. Los transportadores, ll\u00e1mense empresas, aportan su licencia o habilitaci\u00f3n en la operaci\u00f3n del transporte colectivo y los transportistas, que son los propietarios de los veh\u00edculos, aportan los equipos, que bajo los estudios del SETP, tendr\u00edan una inversi\u00f3n del orden de 400 mil millones de pesos, es decir son, junto con la naci\u00f3n y el municipio, los mayores aportantes y, parad\u00f3jicamente, quienes quedan por fuera del \u201cnegocio\u201d.<\/p>\n<p class=\\\"MsoNoSpacing\\\" style=\\\"text-align: justify; text-justify: inter-ideograph;\\\">El \u00faltimo decreto expedido por la Alcald\u00eda a finales del a\u00f1o pasado (el 0874 de 2022), volvi\u00f3 a barajar la operaci\u00f3n, en una interpretaci\u00f3n sesgada de la Ley 1079 de 2015, respecto de la figura de la reorganizaci\u00f3n y\/o restructuraci\u00f3n de servicios. Por segunda ocasi\u00f3n vuelve a entregar a las 7 empresas de transporte la operaci\u00f3n del SETP, pero esta vez, con la ventaja que, en caso de no cesar las peleas intestinas a su interior, podr\u00e1n nuevamente, bajo la modalidad de acuerdo empresarial, repartirsen las tres rutas estructurantes, de manera salom\u00f3nica, apostillada en la vieja e inexistente tesis de la competencia, que, por supuesto, no se da en este evento, soslayando as\u00ed el derecho de los transportistas.<\/p>\n<p class=\\\"MsoNoSpacing\\\" style=\\\"text-align: justify; text-justify: inter-ideograph;\\\">Los transportadores (empresas), que deben democratizarse, deben adquirir los veh\u00edculos que salen, aproximadamente 300 y, al parecer, carecen de recursos econ\u00f3micos para emprender esta tarea. Los fondos de reposici\u00f3n no tendr\u00edan para un veh\u00edculo, siendo as\u00ed, el panorama es serio y preocupante para los transportistas, los grandes perdedores. Diferente es el panorama para los contratos que anuncia la administraci\u00f3n, en obra p\u00fablica, semaforizaci\u00f3n y el \u201cnegocio\u201d rentable del recaudo, que se pretende, al parecer, saltar el estatuto de contrataci\u00f3n p\u00fablica, que por la cuant\u00eda y la exigencia de la Ley 1079 de 2015, en garant\u00eda de transparencia y libertad empresarial debe hacerse mediante convocatoria p\u00fablica.<\/p>\n<p class=\\\"MsoNoSpacing\\\" style=\\\"text-align: justify; text-justify: inter-ideograph;\\\">El costo del contrato de recaudo podr\u00eda oscilar, aproximadamente, entre 80 mil a 100 mil millones de pesos al a\u00f1o, cifra que puede resultar de multiplicar el promedio de pasajeros movilizados por a\u00f1o en los 605 veh\u00edculos que pronostica, operar\u00e1 el sistema, multiplicado por la tarifa actual de $2.500 pasajero.
